Photo/Film Shoots Policy and Procedures

EXCEPT AS NOTED, PERMITS ARE REQUIRED FOR ALL PHOTOGRAPHY/FILMING, AND FEES MAY APPLY.

To obtain permits and for further information, please contact park@fdrffp.org or complete the general photography and filming request form for student, wedding, and commercial photo/film shoots. 

Please note, in accordance with NYS Office of Parks, Recreation and Historic Preservation, a permit is required to fly a drone at Four Freedoms Park. Learn more and/or apply for a permit here.

PERSONAL PHOTOGRAPHY

  • No permit is required.
  • No tripods, reflectors, lighting, props, or other equipment; permit required to use this equipment.
  • No fees apply.

Commercial Photo/filmshoots

Commercial shoots whose images are intended for commercial, professional, editorial, advertising and/or promotional purpose, require a permit, and fees apply.

Terms & Conditions

Vehicles

Placement, parking, and number of shoot vehicles must be approved by Four Freedoms Park Conservancy.

Rules

Four Freedoms Park remains open to the public during shoots. Shoots cannot interfere with public access to the memorial. All public rules must be observed regarding food and drink, amplified music, etc.

Insurance

At least 72 hours prior to your shoot, you must provide Four Freedoms Park Conservancy with a certificate of insurance in the amount of $1,000,000 general liability, and naming Four Freedoms Park Conservancy as additionally co-insured for your shoot date(s).
1. List NY State and also New York State OPRHP (Office of Parks, Recreation and Historic Preservation) as additional insureds; and
2. Provide indemnification to the State.

Script & Content

Four Freedoms Park Conservancy reserves the right to review all scripts and content for appropriateness. Layouts may be evaluated to determine whether proposed sites and activities pose any threat to access, safety or to the memorial structure.

Editorial shoots

Editorial shoots are defined as shoots with the Park as the purpose and sole subject matter.

Park Rules

Franklin D. Roosevelt Four Freedoms State Park is a Presidential memorial. To preserve its sanctity and keep the memorial clean, please observe the rules below.

  • Carry out what you carry in; no littering
  • Quietly stroll, but leave bicycles, roller skates, scooters, skateboards, and amplifiers at home
  • Enjoy nature but no tree-climbing, fishing, or feeding of wildlife
  • Leave dogs and pets at home
  • Food and non-alcoholic beverages may be enjoyed in designated areas of the Park
  • Observe no smoking policy
  • No climbing of embankments or walls
  • No glass containers
  • Do not obstruct entrances or walkways
